Release of libquantum 1.1.0 and 1.0.0

Release of libquantum 1.1.0 and 1.0.0: The 1.1.0 development version features a method for simulating the time evolution of time-independent Hamiltonians based on exact diagonalization. Additionally, using Runge-Kutta for time evolution is now more flexible. Note that the 1.1.0 release is not backward compatible to previous versions, see the file CHANGES for further details. The 1.0.0 release is the first stable version of libquantum, and contains fixes for bugs found in 0.9.1.
